What is a managing agent?

A managing agent is the person legally designated to run a New York City building day to day. The law is unusually specific about who this can be: a natural person, over 21, who either lives in the city or customarily and regularly attends a business office maintained within it. They are named by name in the building's HPD registration, and about 155,000 agent records are on file across the city.

Why the requirements are so particular

Every clause in that definition is doing work. Natural person rules out naming another company and starting the chase again. Over 21 establishes legal capacity. Lives in or keeps an office in New York City means somebody can physically reach them — for an emergency, for an inspection, and for service of legal process. The requirement exists so that a building always has a reachable human being attached to it, whatever corporate structure sits above.

They can be the same party or four different ones. A small owner-occupied building may have one person filling three roles; a large portfolio may use a professional management company whose named agent appears on hundreds of registrations. That repetition is genuinely informative — a managing agent name recurring across many buildings is one of the more reliable ways to see that separate LLCs are run by the same operation.

Practically, the managing agent is who you tell when something is broken, and the person whose name you want before you escalate to 311 and a formal complaint. A written request to a named agent, with a date, is worth a great deal more later than a phone call to nobody in particular.
